Association of Consulting Engineers Botswana In collaboration with Botswana Roads Department Presents a workshop on

“The Need for Road Sector Reforms to Meet 21st Century Challenges”

Date: Tuesday 26th October, 2010
Time: 08.00 – 13.00 hours
Venue: Maharaj Conference Centre

The need to capture efficiency gains of modern business practice in road network management and financing has been recognized by most countries in Sub-Saharan Africa. Nowhere is this more relevant than in Botswana where constrained human and financial resources demand optimisation of resource utuilisation by devising appropriate strategies for the provision and preservation of road infrastructure in an efficient and cost-effective manner. Substantial progress has been achieved through improved policies and more appropriate management
structures for roads since the early 1990s through the Road Management Initiative (RMI) promoted by the Sub-Saharan Africa Transport Policy Program supported by the World Bank and the Economic Commission for Africa. Many lessons have also been learnt and serve as a value spring board for those countries yet to embark on reforms of their road sector. The main objective of the workshop is to share with stakeholders lessons learnt from the application of RMI principles in selected SADC countries as a point of departure for possible application in Botswana.

The agenda for the workshop is as follows:
1. Motivation for Road Sector Reforms. By Mike Pinard – Former Director of Roads and consultant to SSATP on road sector reform in Sub-Saharan Africa
2. Options for Sustainable Funding of Road Maintenance. By Stefan Neubrech - consultant to SADC on strategies for road maintenance funding
3. Road Funds in Africa: The Tanzania Experience. By Joseph Haule, Road Fund Manager, Tanzania
4. Commercialised Road Management Practice: The South African National Road Agency (SANRAL) Experience. By Alice Mathew, Secretary and Risk Officer, SANRAL.
5. Facilitated Question and Answer Session on all aspects of road sector reform.
